Becoming a Licensed Driver

To become a licensed driver you need to have held a full DVLA driving licence for at least 12 months.

You will need to apply for a Hackney Carriage or Private Hire drivers licence. You may also need to apply for one or more of the following licences:

  • Hackney Carriage Vehicle Licence
  • Private Hire Vehicle Licence
  • Private Hire Operators License

Differences between a Hackney Carriage and a Private Hire Licence

As a Hackney Carriage driver, you can make yourself available for immediate hire on a designated Hackney Carriage Stand (taxi rank). You can also be hailed whilst in motion.

As a Private Hire driver, you must operate through a private hire operator and can only take booked fairs. You cannot ply for hire.

Applying for a Hackney Carriage or Private Hire Driver's Licence

To apply to become a licensed driver, you will need to submit the following documents at one of our Fenland @ your service shops or Community Hubs:

  • Your driving assessment certificate Blue Lamp Trust Driver Assessment
  • Your full DVLA drivers Licence
  • You will need to complete a DBS (Disclosure and Barring Service) form, please email licensing@fenland.gov.uk or contact 01354 654321 to request a form to be sent to you in the post. The DBS form is an intrinsic part of the application and will not be accepted unless submitted with a valid driver application.
    • Identity Documents must include:
      • At least one document to confirm your current name.
      • At least one document to confirm your date of birth.
      • At least one document to confirm your current address.
      • Documents accepted include, valid passport, recent utility bill or bank statement, birth certificate, marriage certificate (for previous name), proof of national insurance number.
    • Once you have received your DBS certificate you can apply for the  DBS Update Service which will allow you to give us permission to check your certificate in the future without the need for you to completed a new application every 3 years. Many drivers have already subscribed to this service. 

Completed forms must be submitted with the identity documents and your driver application at one of our Fenland @ your service shops or Community Hubs. Original identity documents will be verified, copied and handed back to you.

Please Note: WE DO NOT ACCEPT POSTAL APPLICATIONS; Please do not send DBS forms, Identity Documents or application forms via the post as these will not be accepted and will be returned unprocessed causing a delay in your application. We do not accept responsibility for original documents submitted to us via the post.

You will also need to provide the appropriate fees. When you have submitted your application, you will be invited to book a place for the next exam.

New Driver applications also require a fee of £50.00 for the Knowledge Test (details will be sent to the driver once and complete valid application has been received).

 

Renewal applications may also require a payment of £5.00 and a completed DVLA mandate - this will be indicated on the driver renewal documents.

 

Renewing your existing Driver Badge

The Licensing Authority will automatically send you renewal information around 6 weeks prior to your expiry date. 

You will require a DBS and DVLA check in every 3rd year of your licence. Medical examinations to Grade 2 standard will be required every 5 years from the age of 45. From the age of 65, a medical will be required annually. 

Updating your Hackney Carriage or Private Hire licence - personal details, penalty points, convictions or driver's health

As a licensed driver, it is a condition of your licence that you must notify the Licensing team of any change in name, address or employer. You can do this by completing the pdf icon Notification of change of details form [12kb] and returning to Licensing with the appropriate fee (£10.50)

Under the conditions of your licence, you must disclose to the Licensing team within 7 days details of any penalty points, cautions, convictions or prosecutions - pending or otherwise. You can do this by emailing licensing@fenland.gov.uk or calling 01354 654321.

You must also inform us immediately about the onset or worsening of any health condition.
